Biography of Isabel Jerry Garcia
Jerry Garcia is a native Houstonian who was born and raised in Houston’s Near Northside. After attending and graduating from HISD’s S.P. Waltrip High School, Jerry worked during the day while taking night classes both at the University of Houston-Downtown and the Houston Community College. Creating positive change and making a profound impact became a powerful interest at the completion of several courses; the need to give back to the community became a true endeavor for Jerry. Thus, Jerry registered in the University of Houston-Downtown’s Basic Peace Officer Certification Course.
Once Jerry completed coursework and graduated from the Basic Peace Officer Certification Course, he began his law enforcement career at Harris County Constable’s Office Precinct 5. From June 1998 to May 2015, Jerry worked in both the Civil/Writ Division and in the Patrol Division. While in the Civil/Writ Division, Jerry was in charge of handling the execution of several types of writs and obtained invaluable experience mastering the functions of a Civil/Writ Division. Harris County Constable’s Office Precinct 5 is very well known for its impressive Civil/Writ Division.
After acquiring management skills in the Civil/Writ Division, Jerry went to work in the Patrol Division where he was able to learn and experience other facets of being a police officer. While in patrol, he gained direct experience in learning how to deal with many types of situations. He learned about different cultures and how community policing has been dealt with by each of the different cultures. Jerry’s daily contact and interaction with the public has equipped him to effectively manage the cultural biases as well distrust toward peace officers.
It is with great assurance that the skills he’s acquired, along with his experience, will help him in his attempt to pass along knowledge that may help other officers who aspire to truly help our community. In May 2015 Jerry transferred from Harris County Constable’s Office Precinct 5 to Harris County Constable’s Office Precinct 2 where he was entrusted with supervising the entire Precinct 2 Civil Division. In June 2018 Jerry transferred from Harris County Constable’s Office Precinct 2 to Harris County Constable’s Office Precinct 3. Due to his studies, training and experience, he has effectively held and maintained the role of leader. Jerry is a Master Peace Officer who has held the titles of Field Training Officer, Sergeant, Lieutenant and currently holds the title of Harris County Precinct 2 Constable.
In November of 2018, Jerry entered the race for Harris County Constable Precinct 2. On March 3, 2020 Jerry finished first in the Democratic Primary beating an eight year incumbent and three other candidates. On July 14, 2020, in the runoff election, Jerry finished first thus becoming the Democratic representative in the November 3, 2020 general election. On November 3, 2020, Jerry was blessed with a victory and was elected as Harris County Precinct 2 Constable.
Jerry is married with four children and one grandchild and is a proud member of LULAC.
